Check if we need to create fixture in frontend to create and load instruments into clean db

Try running run-detection with incoming run without any Instruments in database - see if it creates it or if we need to create fixtures

Main part of this is going to be documenting the procedure for adding a new instrument to the database, no need to automate as this in theory should be a rare occurrence.
