Exclude torrents from cross-seed searches based on configurable criteria

In the settings of an indexer it may be helpful if you could exclude it from cross-seed searches based on criteria in a torrent like release group. For example, if you are on a tracker that doesn't allow the release group QxR, if you do grab any QxR torrents then qui won't spend time and API hits searching that tracker for it. Or if you grab an AV1 encoded video you can set qui not to search the trackers that don't permit that codec
