INFO TX-POWER sudo iw wlan0 set txpower fixed 1000

Hi, I want to reduce the power of my card via sudo iw wlan0 set txpower fixed 1000.
the value is taken correctly:
sudo iw wlan0 set txpower fixed 1000
channel 1 (2412 MHz), width: 20 MHz, center1: 2412 MHz
txpower 10.00 dBm

Unfortunately, by analyzing the signal the power does not decrease.
Could it be that the problem is the regulatory domain?

my current regulatory domain is set to 00 or all frequencies at 30dBm.
Can anyone explain to me?
