fix(POR-22651): handle platform ContractTemplate validation errors in notification-center

Wrap notification-center Copilot API calls in try/catch so platform
validation errors (e.g. ContractTemplate.FileKey required) show a
user-friendly SilentError instead of an unhandled request error in Sentry.
