Settings link does not work in WM5.0 Spanish version

What steps will reproduce the problem?
1. Click settings in the menu, nothing shows

What is the expected output? What do you see instead?
I'd expect the settings button to be shown; if i run tmancgf.exe, the
dialog is shown

What version of the product are you using? On what operating system?
0.9.11, in WM5.0
