Add `opsworks instances:delete`

Should delete stopped instances in specified stacks.

Usage:
  opsworks instances:delete [--dry-run] [--no-dry-run] [--stack STACK]

Options:
  [--stack=one two three]                        
  [--dry-run], [--no-dry-run]
