the entries on infra-news.html are intended to be transient, and the list is intended to be short enough to allow a quick scan, so having direct links is probably neither necessary nor all that useful. Taking the larger question of permanent links under advisement

But in any case, the reference to an ordinal entry is ambiguous - what counts as an entry?
If there are lots of entries, does it make sense to link to the e.g. 17th entry?

Would it be acceptable to add stable anchor IDs to sections in the Markdown (e.g., #reporting-security-issues) so ordinal references like "second entry" can be replaced with direct links?
