[Row Binlog] Publish writes to the old shutdown companion tablet after migration
Minimal reproduction path
On a local multi-disk ROW Binlog table, commit a paired transaction but pause before publication. Migrate the companion tablet, let it reload, then publish the transaction. Verify that the new active companion receives the row-binlog version and events, while no shutdown tablet is updated and base/companion placement remains valid.
Expected result
Companion migration and later publication preserve the row-binlog version on the new active tablet.
