The code is available from ansible-galaxy as a tarball, however, I cannot view the code anywhere on the internet (as far as I know) and I cannot put in any PRs to add functionality. Is there any reason not to maintain the code on the github?

Definitely seconding this one. Why have docs in GH but not the code when it's all viewable via tarball or post galaxy install? Not like you're hiding anything that can't already be found. Not having the code in GH properly inhibits growth, features, and security issues.

Why isn't the code on GitHub where it can foster growth and bug fixes?

Recently a contact of mine ran into an issue with AppliesTo support in the Ansible collection. There's a chance to fix it, but does it make sense if contributing is made extremely difficult?

I'm tagging the contributors to get some visibility.

Edit: Maybe I'm mistaken as I did stumble on some Python files. Gah, if it's the case the full collection code is here, I greatly apologize. (We ought to resolve this issue if it truly needs no further action.) 😳
