Programming Unit: when set is asserted, if QDN is not "000" #1

If QDN is not "000" when set is asserted, the accumulator will count for one extra clock cycle. This will not be fixed because the project manual states:

(note we are assuming NDQ will be “000” when set is asserted by the user)
