[i18n] Add internationalization structure

This is a simple extension, but it could be nice if the messages were displayed in the user's browser language.

As part of this ticket:

• Create the skeleton for internationalization
• Add English as the default (and so far unique language)

Currently, the Chrome extension only has 3 things that would need translation:

• The message: "No specified payment methods."
• The message: "This creator accepts payments in..."

We will not internationalize company names or console messages at the moment. If there's any missing string that may need translation, leave a comment on this ticket.

Hi @alvaromontoro I would love to contribute to PayCreators extension, please assign this issue to me. I have primarily been a python backend and android dev, but I would love to get my hands on JS based chrome extensions.

@SaranshBaniyal To create the internationalization you will need to:

1. Create the _locales folder with the languages subfolders (in this case, only en)

2. Create a messages.json file in the language subfolder with the structure:

        "message": "No specified payment methods.",
        "description": "Default message if the page does not have PayCreator metadata"
      },
      "acceptsPayments": {
        "message": "This creator accepts payments in...",
        "description": "Heading when PayCreator metadata is displayed"
      }
    }
   

3. You can use the __MSG_[KEYNAME]__ notation or use chrome.i18n.getMessage([KEYNAME]); to read the locale values and set them where appropriately.
