Request: An in-app voice catalog panel showing all Piper voices (grouped by language), with search, one-click download, installed marker, and delete. Piper's download_voices catalog already provides the metadata.
Acceptance criteria: a user can discover, install and remove voices entirely from the UI without knowing voice IDs.
