Bug: ProgramDatabase.save and ProgramDatabase.load methods should also account for saving and loading self.feature_stats

Currently, ProgramDatabase class does not save and subsequently cannot load self.feature_stats. This can affect continuing from the checkpoint, since self.feature_stats is used to calculate bins for the newly generated programs.
