Way to automatically apply language/framework-specific config to repository

It would be nice to have outrunner be able to apply a decent default configuration based on the repository contents, passing custom parameters to the tool being used to update tags, setting up ignored files etc.

This could be something like checking for the presence of certain files always found when a framework is used, detecting programming language etc.
