Add a log file

The PAPI should have logs for debugging and recording/monitoring user actions. The location of the log file should be configurable in the main configuration file.

For the time being I'm capturing logs with:

docker compose logs -f -t ai4-papi-prod

I'm nevertheless leaving the issue open because this might need to change when deploying the API directly in Nomad.
