Implement mock backend

The mock backend is currently unimplemented (placeholder).

Expected solution

We should implement it with mostly empty definitions, so that it can compile and run properly.

Warning

We should make sure that the API is in a near-final state before implementing the mock backend to avoid unnecessary back and forth
