Add repository setting filter

When browsing settings you should be able to select a setting and filter by the value of that setting.

Examples filters:

1. where 'Allow force pushes' is true
2. where 'Vulnerability alert count' is more than 1
3. where 'Last updated' is before 2022-12-30
