[Build] Add Linux target builds on macOS

Add a way to build drivers for Linux from macOS, maybe accept a target flag such as --target=linux in the build command.

What are the use cases? This seems very doable but I'm just curious.

The benchmark runners are linux containers. To benchmark local driver changes during development, developers need to produce Linux driver builds regardless of the host OS.
