Add support for ESP32-S3 Devkit-C-1.1 N32r16

Hi,
Adafruit sell on their shop esp32-S3 n32r16 devkit-C-1.1. But currently there is no CP that support this board but there is one for the older version n32r8.
Also the UF2 bootloader has the same "issue" one for the older version n32r8 exists but not for the new one.

There is a corresponding PR #11190 at CP.

The NeoPixel pin in tinyuf2 is already correct and does not need fixing. board.h at 0.35.0 already has NEOPIXEL_PIN 38, which is the v1.1 pin.

The v1.0 showing up in info_uf2.txt is just a stale UF2_BOARD_ID string, not the LED config. GPIO48 lives in the CircuitPython board def, not here.

So flash size is the only real bootloader issue, which is what #482 covers.

@CoolDom both halves of this now have PRs open:

• CircuitPython board def: Add ESP32-S3-DevKitC-1-N32R16 board circuitpython#11192.
  • Verified on N32R16V hardware by @grgrant, 32MB flash, 16MB PSRAM, NeoPixel on GPIO38.
• Bootloader: espressif: add ESP32-S3-DevKitC-1-N32R16 board #482 here:
  • adds a 32MB partition table so CIRCUITPY gets the full flash

Worth noting you do not need the UF2 bootloader at all. The CircuitPython .bin flashes at 0x0 with esptool and already includes the IDF second stage bootloader.
