Upgrade Node 12 to Node 16

Upgrade Node 12 to Node 16

Why this is needed

Node 12 has been out of support since April 2022
And all of the users receive a warning while running your action.

I think this action is forced to run in Node 16 now and it seems to still work. It would be good to update the action to Node 20 to get rids of all the warnings.
