Sanitation budget for FY2025?

This page (https://phillybudget.org/charts/bubble/2026-tagged.html) makes it look like the sanitation budget for FY2025 was 0 (zero).
Digging in a bit, I'm guessing it was because of manual changes and builds to flare.py that may not have been committed so don't show up in the logs, combined with how streets/sanitation data was being recorded.

@maneesha thanks for seeing this. Taking a look. I think there was a name change that I'm tracking down.
