I would like to setup different GitHub Actions workflows

• Generic CI workflow to lint, format, and test
• Vercel.sh deployment (optional)
• semantic-release to check for release (optional)

Updating scope: a security workflow already exists at .github/workflows/security.yml. The remaining work is setting up CI pipelines for build, lint, and test (once a test framework is added per #25). Narrowing this spike to CI/CD pipeline configuration only.
