Granted background optomization and draw over other apps but app does not register

Description

After granting draw over other apps and background optimization I expected the app to recognize it like it did on my old phone but on my new phone it does not

Steps to Reproduce

1. Navigated to app settings
2. Toggled "allow background usage" to on
3. Toggled "display over other apps" to allowed
4. Returned to the application but draw on other apps and background optimization still shows "not granted" in the app
5. double checked settings and returned to app, even after system restart it still shows "not granted" for both

Expected Behavior

The permissions will show granted

Actual Behavior

permissions show as not granted
