[Enhancement] location of the activate button

Description

Change the location of the activate button to the top

Motivation

I understand that on the very first run the current sequence in the layout makes sense. First all settings are reviewed and adjusted, then the app gets/can get activated. But from then on usually a user only wants to activate/deactivate the app, but always has to scroll down to the very end to do so. This is especially painful if the tile can't be used to activate/deactivate the app.

Proposed Solution

Move the toggle button from the bottom to the top.

Alternatives Considered

Using the quick tile, which would be ideal. But I have a few cases this is not working.

An even better idea might actually be a floating button.
