In Spotify Android app there is an option to add music files stored on memory card to the Playlists and Liked Songs. It's enabled via Settings > Apps > Local audio files, then granting permissions in Your Library > Local Files and restarting the app.
An example of a playlist containing local files: https://spotify.com/playlist/34GUY9s25huPigGAMgRtX9
Attempting to transfer such playlists between accounts creates playlist entries without any tracks in them.
As a side note, logging into Spotify on another android keeps entries for local files in the playlists and they can be played if these files are copied to this android phone.
Please look into the possibility of transferring entries for local files within the Playlists and Liked Songs! Thank you for your work.
