Upgrade to AndroidX

I need to upgrade RN from 0.59x to 0.60.x, and this update fixed the issue.

@jahskee I am using your update for 0.60 by editing the build.gradle manually.

After compiling and running, I get a redbox error:

null is not an object (evaluating 'RNGeolocation.BALANCED' at geoloc.js:28:28

It seems the native module (NativeModules.LocationObserver) is not getting loaded. I have tried reseting the package manager cache but no luck.

Was there anything else you had to setup?
