ISSUE: Inconsistent chapter name translations

Description

Chapter names are sometimes translated, and sometimes not.

For instance, in this video the chapter name is not translated when hovering over it on the timeline, but the button with the current chapter name that opens the chapters/transcript menu is.

Whereas in this one, neither are translated.

And I've also seen instances where both were translated.

It appears that within the chapter menu, chpater titles are not translated, but because I have not thoroughly tested this and the issue is inconsistent in other areas, I can't be certain.

Steps to Reproduce (if you noticed a specific pattern)

Issue is intermittent and inconsistent.

• Extension Version: 2.24.3

• YouTube Language: Japanese
• YouTube Account: Logged in
