JoyInfo.found_mask == 2 even when not connected

There is no way to differentiate between a controller that is not connected, and a controller that is not tracked. Even if a controller is not connected, the rotation bit of found_mask is set.

Should this actually be closed? The issue has not yet been fixed and others looking to find the same issue will think there is nothing wrong.
