I forked it, and refactored to min.os. build 15063 a little :)
Now you can run SDLPoP at old sweet Nokia Lumia 950 :

But I have some problems with key controls. I have no any joystick... only the Lumia's touchscreen :)
Please tell me how to easely remap any keyboard key? May be I need to fix SDLPOP.ini ?
