[TEST] GrantFox platform smoke test #1 — basic issue creation

⚠️ THIS IS A TEST ISSUE — DO NOT WORK ON IT.
It exists only to exercise the GrantFox platform (issue sync, listing, filtering). It is not part of any campaign, carries no reward, and will be closed once testing is done. Please ignore it.

PURPOSE

Baseline smoke test: verify that an issue published through the GrantFox MCP appears correctly in the GrantFox project view and stays in sync with GitHub.

WHAT IS BEING TESTED

• Issue is created on GitHub and mirrored in GrantFox.
• Title, body, and state (open) match on both sides.
• The issue shows up in grantfox_list_issues for project Velar-Bonds.

EXPECTED RESULT

Issue visible in both GitHub and the GrantFox dashboard with identical content.
