Transcode Video Files Basic Addition #624

Description

@omahajon

Is your feature request related to a problem?

When transcoding via av1 qsv there are timeout errors that occur periodically when using dedicated intel GPUs. This error typically leads to workers showing 1d+ ETA per file, unsure if they ultimately fail or pass.

What is your feature request?

Add the option to encode video files using av1 vaapi on the 'Transcode Video Files' plugin Basic Config mode. Currently the only options are QSV or CPU

Are there any workarounds?

We have the ability to utilize av1_qsv via ffmpeg options but that requires knowledge on how to fully utilize them. Ideally the application should be plug and play once you've passed through your GPU to the application.
