User logs in with Chapman federated identity

Description

I, as a user (rider or admin),
can log in using Chapman's federated login
so that only Chapman users can use CSAFE.

Acceptance Criteria

• User logs in successfully through federated login

Tasks

• The federated login is similar to how you would log into Engage.

• Refer to omniauth-azure-activedirectory
