Center "Join our Mailing List" div vertically

The "join our mailing list" blurb on the homepage should be centered vertically, so there is not that blank space in homepage

Steps to Reproduce

1. Go to 'ieeebruins.com'
2. Click on N/A
3. Scroll down to 'Join our mailing list'
4. See error
