One of the updates from the last week and a half or so broke VSync in a way it seems. I played with triple buffered VSync for years now and haven't once encountered this issue: the game occasionally goes into some horrible stutter for like 10-20 seconds and then backs off for about a minute until it hits again. Setting VSync to double buffered introduces significant input lag in place of stutter, while disabling VSync altogether fixes the issue but is not a preferable way to play for me. It happens with clean and modded game pretty much equally, the only thing is that on a clean game it's harder to trigger. When it hits, FPS stays the same, net_graph 4 movements are exactly as they are normally, Steam performance monitor indicates practically no change in CPU/GPU/RAM usage. No new software was installed nor updated in this period
