+Frozen because: three of the brief's four completion conditions are met and only the lifecycle condition remains, so implementation is the bottleneck; each /reconcile + /track pass has been rewriting 30-slices.md and state-index.md rather than merely checking them.
+Lifts when: S6 and S7 have landed (lifecycle documentation written) and the spec-set gate reports zero concept-category findings.
