In the Library, many upgrades have the message "Scales with global level" or "Scales with global level (up to X)." The X value there is much smaller than my global level, indicating that these upgrades actually scale with the global level contribution from the subfeature. It took me months to figure that out - I've been assuming there was some sort of error, or maybe the "up to X" message referred to the difference in global level from the point of unlocking the upgrade. To improve clarity, I suggest changing the message to "Scales with subfeature's global level contribution" / "Scales with subfeature's global level contribution (up to X)"
I think it would also be reasonable to just say "Scales with subfeature level" / "Scales with subfeature level (up to X)"
