Customizable Note Hit effect in skins

Add a function to add custom note hit effect animations in skins.

And possibly the Deluxe note hit effect in the included Deluxe Skin

I wonder how we should be properly doing this.
For now, the animations are being sprite+key frame animation based. That means we animate it using the unity editor. This is why we havent put that into the skin yet.

Since this issue has been put up here, should we do like

1. Manage to describe a animation in skin file
   or
2. A series of sprites for the animation

I personally would go with 2 as it may lead to more freedom. But the final choice would be from you devs

Aside for the custom ones, since you need to find how how to easily implement it, can we have at least the alternative for DX hit effect for now as a separated setting?

It would be nice to also have the stars hit effect
