Fix /ryno command

Currently the /ryno command's downgrade is inconsistent, sometimes leaving the weapons where it was originally.

• If the Weapon is V5 and then the command is used to lower it to V4, it sometimes will not lower to V4 immediately. Check when this updates.
• V4 Weapon with the option set to V4 sometimes levels up to V5 and then stays there. Check the unlock data and the updater.
