automatic builds don't work anymore

Meetup changed their API setup and we can no longer user the meetupr package to access our Meetup details.

We will probably need to re-engineer how events are added to this page, but this won't affect the workflow for past meetups.

@jhcreed I just updated the TampaUsers page to make it easier to manually update the upcoming meetups. Unfortunately, Meetup changed their API so we can’t just pull in from there. It’s pretty easy to update, though: you just have to edit the next_meetup.yaml file with the next meetup's details. The YAML fields with > accept HTML, so you can include links.

In the future, I'd like to figure out how to use GitHub actions to automate the building, but for now I have a custom process that runs that will rebuild the site on a daily basis.
