Set it to 1. This will enable all CFR features. To explain:
I verified it, it's this exact reg key. When it is set to 1, all features in the 2nd bucket (stable, but in Controlled Feature Rollout) are enabled, however experimental features (like the new LLP?) still have to manually be enabled by vivetool, but this reg key saves u a lot of work. Obviously, idk how this works on insider/canary, i don't like being a lab rat, so might be slightly different there, but should still be the same or similar. Very useful tweak.
