[UI Bug] Queue panel contrast issue + allow setting queue panel text independently to queue panel background

Describe the bug
Some color configurations create little to no contrast between foreground and background inside the queue panel, making it difficult or impossible to see properly.

To Reproduce

Steps to reproduce the behavior:

1. Set "Background Style" to Standard
2. Edit your theme
3. Set "Queue Panel: BG" to something like # 00000070
4. "Up Next" and what is queued up inside the panel will be very hard to read

Expected behavior
Text should be easily discernible from the background, and if this cannot be achieved automatically, the user should be given the option to fix the foreground color themselves.

Is that background style "Glass" you mean?

No, I'm using the "Standard" background style, as "Glass" and "Glass+" don't behave is I'd expect when using user defined transparent background colors.

Using "Standard" background style with # 00000070 for most panels' background color:

Same colors as above, but using the Glass and Glass+ styles respectively:

As you can see the backgrounds get darker/less transparent. I'm not sure if this is intended behavior, or if it's related to the contrast issue.
