[UI/UX] Relocate the "Menu" button to avoid disrupting playlist tabs #2291

Description

@Jiafei-Queen

Is your feature request related to a problem? Please describe.
Yes. As users create and manage multiple playlists (e.g., Default, City Pop), the "Menu" (菜单) button is currently placed after the playlist tabs. This causes several UX issues:

  1. As the user adds more playlists, the "Menu" button will be pushed further and further to the right, making its position unstable and harder to locate.
  2. It interrupts the continuous visual and structural flow of content tabs (playlists), mixing global utility controls with dynamic user items.

Describe the solution you'd like
Rearrange the top bar layout so that global utility controls/menus are properly grouped separately from the playlist tabs.
Ideally, the "Menu" button should be pinned next to the "Layout" button on the far left, or consistently anchored to the right edge of the window, leaving all playlist tabs grouped together in an uninterrupted sequence.

Describe alternatives you've considered
None. Relocating the utility menu to a fixed position (either near the Layout button on the left or the window edge on the right) is the standard and most intuitive practice in modern desktop music players.

Additional context
None
