When a frozen member registers to a shift that will unfreeze them on the next freeze check, unfreeze them right away instead of on the next freeze check

This makes it nicer for the frozen member and makes it clear that the registration worked, we had feedback that sometimes members are confused thinking the shift is not enough to unfreeze.
