ENH: Add unittests of downstream scipy functions using shgo to this repository

Some of the testing framework in scipy is using shgo (e.g. the barnard_exact function scipy.stats.hypotest.py function).

If possible a test should be added here so that we don't run into regression issues later there and in other downstream repositories.
