Abstract out data update script into a more flexible CLI script

Updating the data for each year is a process that requires [manually editing a file](https://github.com/Sparrow0hawk/mynearestleedsmarginal/blob/main/scrapbook/example-maj2022.sh).

It'd be good to abstract this workflow out into a re-useable script file. Maybe `snakemake`?
