Issue sync does not migrate issue custom tags, at least not for all issues

A project that had 3 issues for which a custom tag was set (namely sample project demo-rules with 3 issues with custom tag action-plan) did not see the same issues having the same tag after migration.
Worth noting, the 3 issues are in the regular OPEN status (a status that does not require status sync).
