[DISCUSSION] tool_result formatter implementation

Thread to discuss potential implementations of tool_result formatters.

The parent issue provides an example of the current state of tool formatters.

My proposed design is detailed in this draft PR

Design decisions worth noting:

• Centralizing error messages in the format method. PR is already up to show the implementation.
• Not truncating error messages because they are important and worth seeing in full.
• Centralizing "ok" messages with a helper. Each formatter just extracts all the parts needed and sends them to ok_lines, which computes the final output. PR is already up to show the implementation.
