chicc and chibb not needed in run_fixedTarget

The chicc and chibb arguments are not used in run_fixedTarget.py and could therefore be removed to avoid confusion

The arguments are unfortunately not used in run_fixedTarget.py, but I would not remove them.
Indeed, the chicc and chibb value are currently hard-coded in the FixedTargetGenerator class:

chicc = 1.7e-3; // prob to produce primary ccbar pair/pot

So I propose to change it in a similar way like done in makeDecay update, #1266.
This will allow us to run a full production with Cascade input, instead of the quick stand-alone makeDecay ntuples I have produced so far.

I can take inspiration from that pull request and open a new one,
