Tracking: portable work-item skill and remaining open-ticket drain #5186

Owner asked this session to drain every open SHAFT ticket in the fewest coherent batches, add a portable ChaosEngine work-item skill (Spec Kit structure, source-control agnostic), and keep valid taxonomy labels on current and new tickets.

This tracker is the status page. Related groups close via their own Closes #N lines, never this issue.

Problem Statement

Open tickets are unlabeled or partially labeled, ChaosEngine filing is GitHub-only, and leftover review pins plus product leftovers remain after the #5161 stop. Agents need one portable work-item contract that still works on GitLab or Azure DevOps.

Proposed Solution

Sequential orchestrated batches. Main thread does not implement. One writer at a time. Auto-merge after independent review and green required checks. Park #4307, #5144, and #5151 as blocked.
