chore: move remaining CV-importing scripts and dataset-registry out of WineBot

Description

Complete the CV/ML/DVC separation from WineBot. All CV training/evaluation scripts that directly import cv2/torch/ultralytics/transformers belong in the desktop-ui-cv repo. The Garage/DVC dataset-registry infrastructure belongs in the Maintenance repo.
